Turning Graduates into Job Creators: Punjab Govt. Launched Entrepreneurship Mindset Course (EMC) To Promote Self-Reliance

To strengthen youth and create job opportunities in the state and across the country, the Punjab Government has introduced the Entrepreneurship Mindset Course (EMC) for graduates. The objective is to promote self-reliance among the youth and convert them into budding entrepreneurs rather than just job seekers. The course launched on 9 October by the chief minister of Punjab, Bhagwant Mann, and AAP national convener Arvind Kejriwal, focusing on making the state a “Land of Job Givers Instead of Job Seekers.” The course will roll out across universities, ITIs, and polytechnic colleges from the 2025–26 academic session, targeting 1.5 lakh students initially, with plans to scale to 5 lakh by 2028–29.

Program Details & Roll-Out Plan

As per the announcement, the course will be initially mandatory for students who have enrolled in Bachelor’s degree programs, such as BBA, B.com, B.Tech, and Bvoc, for the 2025-2026 session. As we stepped into the 2026-2027 sessions, the EMC course will be imposed as mandatory for all programmes and made compulsory every year. The objective of the EMC is to equip students with relevant business expertise and entrepreneurship abilities to thrive in corporate industries.

To eliminate the language barriers, the students will be provided an AI-based digital learning platform, which will be multilingual and available in Hindi, Punjabi, and English. This will help to create an engaging learning environment, guide, support, and monitor the performance of each student, ensuring they develop entrepreneurship capabilities and become a potential job creator.

What Students Will Gain Through EMC Initiatives

  • Entrepreneurial Mindset & Skills: Students will acquire expertise in idea generation, business modeling, risk assessment, finance management, payroll, employee management, outsourcing, and more to run an organization smoothly.
  • Practical Business Exposure: Besides theoretical, students will be assigned to learning Projects, mentorship, and real-world simulations that help them to experience real-world challenges.
  • Self-Reliance: With the right learning, students will gain confidence and capabilities to create job opportunities rather than relying on being a job seeker.
  • Digital Literacy & Platform Use: Through the use of AI tools, analytics, and multilingual learning, the students will get proficiency in digital literacy.

Arvind Kejriwal emphasized that for far too long, students have been trained only for employment. With EMC, they aim not only to teach but to empower students to earn, innovate, and lead.

With growing numbers of graduates entering the workforce every year, many face underemployment or unemployment. This course is a proactive tool to equip them with business thinking and execution skills.
