UGC Releases List of 101 Universities Approved for Online & Distance Learning Courses (2025–26)

The University Grants Commission (UGC) has released the most updated list of 101 Higher Educational Institutions (HEIs) approved to offer Open and Distance Learning (ODL) and Online Programmes for the 2025–26 academic session. The list includes 20 Category-I universities that can offer ODL courses beginning July–August. Additionally, 113 institutions are set to provide online courses, and 13 have been shortlisted to offer Online Learning (OL) programmes.

Central, state, and private institutions may offer these programs without prior approval. However, institutions must obtain a no-objection certificate (NOC) from the All India Council for Technical Education (AICTE) before offering online or ODL courses in management, computer applications, and travel and tourism at the undergraduate, postgraduate, and postgraduate diploma levels.

The notice issued by UGC has stated that the last date to admit remote learners through a recognized HEIs in ODL or online programmes is 15 October. Universities should submit accurate data and an affidavit for taking responsibility for any false or incorrect information submitted, as per the guidelines. Moreover, the last date has been extended till 31 October; the eligible HEIs will apply for recognition to provide ODL and online programs in 2025-26. The UGC notice also emphasizes that HEIs must not provide online programs under any franchise model and must retain entire ownership of these programs.

Programmes Guidelines & Regulations Issued by UGC

  • Universities must follow the Territorial Jurisdiction policy when offering ODL courses and operate Learner Support Centres (LSC). Institutions must also meet UGC regulations for entry credentials, admission procedures, course duration, and credit allocation.
  • According to UGC regulations, online programmes cannot be given through franchise agreements; instead, institutions must have entire ownership of these programmes.
  • Category-1 institutions may offer ODL programmes as long as they maintain their Category-1 designation. If this situation changes, they must cancel these programs and notify the UGC. Learners who have already enrolled will be able to complete their studies.

Institutions are reminded to observe all UGC regulations and operate their programmes independently. They shall be held accountable for any inaccurate or misleading information provided. Universities that offer ODL must adhere to the Territorial Jurisdiction and maintain recognized Learner Support Centers. UGC regulations cover eligibility, admission steps, programme length, and credit criteria.
